1 Could somebody tell me if i get J1 visa to take a part in Camp America or Camp USA program and will like stay in America more than 4 months. How difficult it will be change for example to F1 visa? And how much it will be cost?

You couldn't. A J-1 subject to the foreign residence requirement? who has not received a waiver of that requirement, is only elgible for a change of status to A or G.
A;G - are Designated Principal Resident Representative of a Foreign Governmet and his/her spouse or child (immediate family members).
