Green Card based on the time period being legally in USA

I am in the process of political asylum for about 9 years, and have not been invited for an interview by INS. In some of responses you mentioned that after being legally in the US for 10 years, one is eligible for the Green card. Would you please specify the legal statue, which states that eligibility. I would also appreciate any advice on how to resolve this "limbo".

MY STATUS:

Petitioner for asylum in the US. I am in this status for almost 9 years. During these years I have not been invited for an interview to INS.
QUESTION:

Is there any time frame for INS to look at my case? In other words, can I apply for the Green Card JUST ON THE BASIS OF BEING LEGALLY IN THE US CERTAIN PERIOD OF TIME? If so,
1. What is exactly this time (5, 10, 15 years) ?
2. What is the legal base (law, provision, Congress act, INS instruction or something like) of such application?

Позвольте полюбопытствовать, каким образом вы узнали, что процесс "пошел" если не было интервъю? (всякие там письма типа... ваше дело рассматриваеться...)Вам ведь надо было получать разрешение на работу и прочее и неужели никто никакаких вопросов не задавал? Откровенно говоря, за такой срок в стране из которой вы бежали могло многое измениться и следовательно измениться причины вашего убежища.
10 лет -- большой срок за который можно было пробовать изменить свой статус на другой (можно было и жениться по любви и детей начать растить...это к слову)
Я конечно не Кривонос, но есть соображения почему этот вопрос задан. Естественно я могу ошибаться и поэтому свое мнение пока оставлю при себе.
Послушаем что скажут более опытные....
Если я показался не совсем наглым -- сколько Вам лет?
