- A visitor may be admitted in b1/b2 visitor status as prospective student.... However, the visitor must state this intent at the time he or she applies for admission to the USA as a B nonimmigrant. The burden is on the prospective student, applying for admission as a B1 or B2 visitor, to explain to the inspecting INS officer that the visitor's ultimate purpose is to attend school in F nonimmigrant status, whether or not the visitor' s B nonimmigrant visa has been annotated as a prospective student by a consular officer abroad. The inspecting INS officer will make a notation to the visitor's Form I-94 reflecting that he or she is a "prospective student". Without such a notation on the I-94 card a change of status to F1 whithin the U.S. will not be possible.
