Hi,
My question is regarding Green Card Lottery.
In some of your responds regarding this issue you mentioned that if one doesn�t have a citizenship of Russia (regardless where he/she lives / what country�s passport he/she has) he/she can play. But if one was born in Russia then he/she can�t (regardless where he/she lives / what country�s passport he/she has).
My understanding of this issue is that if one wasn�t born in Russia (regardless where he/she lives / what country�s passport he/she has) than he/she can play.
Example: One was born in Georgia (because of the military career of his/her parents) and lived there until 2 years old and then moved to Russia where one successfully got Russian passport and citizenship. Then he/she can play in Green Card Lottery. In the Green Card Lottery application form there is a question regarding the place of birth but not regarding citizenship.
Could you clarify if I am wrong in this example � once and for all and could you mention to me the source of your information (where you got the explanation).
I�ve red a few comments of yours and some of them contradict each other.
