i found out that people can get Tax payers ID only if they can't get SSN. It turns out that i am eligible for SSN but i don't have good enough reason to get it (a vod. prava dostatochno hor.....

To apply for SSN i have to have a good reason for getting it. What will be a good reason if i don't have permission to work?
College is not helpful at all. :((
