I think, the scenario you are trying to explore is the one with the "investors" category. Let me briefly explain how it works, and then you would be able to make your own decision.
The Immigration ACt of 1990 created a new immigrant category for aliens who directly invest in the US economy. While investors had previously been able to obtain extended temporary E visas, they had not been able to "buy" permanent residence until this provision was enacted.
In pertinent parts, it provides that visas shall be made available (not to exceed 10,000) to qualified immigrants seeking to enter the US for the purpose of engaging in a new commercial enterprise
(1) which the alien has established,
(2) in which such alien has invested (after Nov. 29, 1990) or is actively in the process of investing, capital in the amount not less than generally $1,000,000 but as low as $500,000 in "targeted employment areas" if the Attorney General allows, or even more than $1,000,000 if the Attorney General requires, and
(3) which will benefit the US economy and create full-time employment for not fewer than 10 US citizens or immigrants (other than the immigrant and the immigrant's spouse, sons, or daughters).
Another avenue towards permanent residence that you may want to explore is to look for an employment in the US so that your perspective employer would sponsor you in the process of obtaining permanent residence via employment.
